I have found nothing on the Internet for this file name. Therefore, subsequent considerations are highly speculative. In Windows 10 V1903 we have audio problems. There are USB Audio Class 2 devices and corresponding drivers to transfer audio signals via USB. Microsoft may be experimenting with a fix to fix the audio issues.
