Microsoft accidentally rolls KB4516421 cumulative update for Windows 10 19H1 users. However, there is nowhere any documented articles that support this claim. Recently, the company brought the KB4515384 security update for Windows 10 2019 May update. 

However, we neither deny or confirm this patch update to be true. Below, we discuss some more revelations.

I have found nothing on the Internet for this file name. Therefore, subsequent considerations are highly speculative. In Windows 10 V1903 we have audio problems. There are USB Audio Class 2 devices and corresponding drivers to transfer audio signals via USB. Microsoft may be experimenting with a fix to fix the audio issues.
