This issue arises mostly when you don’t have administrative privileges to perform such an act.

To solve this bug, you may perform the following-


  • Carry out rename operation using a process that has administrative privileges.
  • Execute such operations using a node that doesn’t require CSV ownership.

A few Asian language packs installed devices may encounter an error, “0x800f0982 – PSFX_E_MATCHING_COMPONENT_NOT_FOUND.” It occurs when you install, KB4493509 on your device.
  1. At first, uninstall and reinstall any newly added language packs.
  2. Select Check for Updates. Thereafter, install the April 2019 Cumulative Update.

Note- If reinstalling the language pack does not overcome the issue, reset your PC as follows-

  1. Open the Settings app –> Recovery.
  2. Select Get Started under the Reset this PC recovery option.
  3. Select Keep my Files.

They are examining the reports that a small number of devices may open up to a black screen. It occurs during the first logon after installing updates.

You can reduce this appalling issue by pressing Ctrl+Alt+Delete. Afterward, Select the Power button in the lower right corner of the screen and select Restart. Your device should now restart normally.
